How online gambling works in Canada
Canada does not have one national online casino market. Under the Criminal Code, provincial governments conduct and manage gaming within their own provinces, so the rules, the licensing body and the sites available to you change depending on where you live. This page is general information, not legal advice. If you are unsure about your own position, check with your provincial regulator.
In practice, there are three routes. Some provinces run their own government casino sites. Ontario and Alberta have opened regulated markets in which private operators can take part. Separately, some casinos are licensed by the Kahnawà:ke Gaming Commission, which is not a provincial body. Always check who licenses a site before you register.
The sections below follow that order. We start with Ontario, then cover Alberta, the government sites in other provinces and the Kahnawake-licensed casinos. Within each section we say what we have verified and what we have not, so you can see where the gaps are.
Ontario
Ontario has had a regulated online market since 4 April 2022. Only sites registered with the Alcohol and Gaming Commission of Ontario (AGCO) and in agreement with iGaming Ontario are part of it. You can check any operator in the iGaming Ontario directory before you sign up. The minimum age to play is 19.
The four brands below are all listed in the iGaming Ontario directory.
LeoVegas
LeoVegas runs its Ontario site at leovegas.com/en-ca/on/. Our LeoVegas review covers the brand in more detail.
Golden Tiger
Golden Tiger operates its Ontario site at ontario.goldentiger.casino. Outside Ontario it runs under a Kahnawake permit; see the Kahnawake section below. Read our Golden Tiger review for the full picture.
Grand Mondial
Grand Mondial has an Ontario site at ontario.grandmondial.casino. It also operates under a Kahnawake permit for players outside Ontario. We do not currently have a Grand Mondial review.
Luxury Casino
Luxury Casino has an Ontario site at ontario.luxury.casino, and like the two brands above it runs under a Kahnawake permit elsewhere in Canada. We do not currently have a Luxury Casino review.
Alberta
Alberta opened a regulated market on 13 July 2026. Operators must register with the Alberta Gaming, Liquor and Cannabis Commission (AGLC) and sign an agreement with the Alberta iGaming Corporation. They had until 13 October 2026 to launch an Alberta platform or leave the market.
Before you register anywhere in Alberta, check the operator against AGLC’s iGaming registrant list. We have not confirmed which of the brands on this page are registered in Alberta, so do not assume that any of them is. Play Alberta, run by AGLC, remains the government site.
Other provinces
Outside Ontario and Alberta, the main option is the provincial government site:
- British Columbia: PlayNow.com, operated by BCLC.
- Quebec: Loto-Québec.
- New Brunswick, Nova Scotia and other Atlantic provinces: Atlantic Lottery’s online casino.
Government sites are tied to the province, so check that yours is covered. Alberta’s government site, Play Alberta, is covered above.
Kahnawake-licensed sites
The Kahnawà:ke Gaming Commission regulates interactive gaming for the Mohawk territory of Kahnawà:ke. It is not a provincial regulator, and a Kahnawake licence is not the same as being registered in Ontario or Alberta. The commission publishes a list of permit holders, and the list notes that not all URLs are accessible in all jurisdictions.
Four brands we cover appear under the permit holder Fresh Horizons Ltd.: Casino Action, Golden Tiger, Grand Mondial and Luxury Casino. Outside Ontario, Golden Tiger, Grand Mondial and Luxury Casino run under that Kahnawake permit; they are described in the Ontario section above. Golden Tiger’s Kahnawake certificate of good standing names Fresh Horizons Ltd. and is valid to 16 May 2029.
Casino Action
Casino Action is licensed through the Kahnawake permit held by Fresh Horizons Ltd. It is not listed in the iGaming Ontario directory, so it is not available in Ontario. Our Casino Action review has the details.
Roulette games to look for
The wheel matters more than the brand. European roulette has a single zero and a house edge of 2.70%. American roulette adds a double zero, which raises the house edge to 5.26%. If a site offers both, the single-zero game costs you less over time. Many sites also offer live dealer roulette alongside software-based tables.
To put the difference in numbers: over a long run, a 2.70% house edge means the casino keeps an average of $2.70 from every $100 staked, while 5.26% means $5.26. That is an average over many spins, not a prediction for any single session, and results in the short term can be very different.
Check the cashier before you deposit. Interac and iDebit are two payment methods Canadian players commonly look for, but the options vary by site and by province, so confirm what your chosen casino accepts. For bet types and strategy basics, see our guides on the numbers and bets of roulette and the best roulette strategy.
Checking a site before you play
A short checklist applies wherever you live in Canada:
- Find the regulator. A trustworthy site names its licensing body in the footer. In Ontario, confirm the operator in the iGaming Ontario directory. In Alberta, use the AGLC registrant list. For a Kahnawake-licensed site, look for the brand on the Kahnawà:ke Gaming Commission permit-holder list.
- Use the right site for your location. Brands such as Golden Tiger, Grand Mondial and Luxury Casino use separate Ontario sites, so make sure you are on the one that matches where you are.
- Read the wheel’s rules. Check whether a table is single-zero or double-zero before you place a bet, because the house edge differs.
- Read the bonus terms. Offers may exclude roulette or count it differently towards wagering requirements, so check the terms before you opt in.
- Check the cashier. Look at deposit and withdrawal options, limits and any fees before you register.
Our reviews, where we have them, follow the approach set out on our review methodology page. That page also explains how commercial relationships can affect which operators we feature.
Safer gambling
Roulette is a game of chance and no system changes the house edge. Set a budget and a time limit before you play, and stop if gambling stops being fun. Free, confidential help is available:
