Is Royal Panda legit and safe?
Royal Panda is an established brand with a long operating history, and LCB, a casino directory, does not flag it as closed, warned or blacklisted. That is not the same as a safety guarantee. We could not read the operator’s own website when researching this page (it returned a stub or blank page on 23 October 2026), so we have not confirmed the current licence, terms or payment options first-hand.
The brand has also had regulatory trouble, and it left the UK market in 2020 (details below). If you are weighing it up, check the licence in the site footer and the regulator’s register for your own market before depositing. Remember that roulette always carries a house edge, and no casino can change that.
Ownership and licensing (what we could and could not confirm)
Operator. A Trustpilot business listing names the international operator as Royal Panda Limited, part of the LeoVegas group, and says the brand has belonged to LeoVegas since 2017 (Trustpilot, secondary source). We have not checked this against the operator footer.
Parent company. MGM Resorts reports that its tender offer for LeoVegas completed on 7 September 2022 (MGM Resorts filing).
Licence. LCB lists Malta as the jurisdiction. However, we could not confirm the licence from the operator site, and the licence numbers that appear in search summaries conflict with each other. We have therefore not printed a number. Look at the footer of the site and search the Malta Gaming Authority register for the licence that applies to your market.
Ontario. LeoVegas Group announced an operating agreement with iGaming Ontario covering its brands (company announcement), but one casino directory currently shows Royal Panda as unavailable in Ontario. We cannot say whether it is live there, so please do not assume it is.
Regulatory history
- United Kingdom: LeoVegas withdrew Royal Panda from the UK. New sign-ups stopped on 8 January 2020 and UK operations ended on 31 January 2020 (European Gaming).
- Netherlands: in October 2019 the Dutch regulator, the Kansspelautoriteit, fined Royal Panda EUR 400,000 for offering casino games to Dutch players without a Dutch licence. LeoVegas was fined EUR 350,000 in the same action (iGaming Business).

Roulette games
According to Casinos.com, a secondary source, Royal Panda’s live roulette is streamed by Evolution, and its single-zero live table is based on European roulette. A 2014 trade report also says the casino added Evolution live roulette, including Immersive Roulette (Intergame Online). That report is old, so treat the current line-up as unverified. We could not confirm RNG roulette variants or table limits either.
